according to this it is 'impassable to deep space travelers'. I wonder, then, how it manages to be a point of interest, Furthermore the point of interest indicates the presence of Guardian ruins. If nobody can get there how is it known to have Guardian ruins.
Maybe it got permit locked at the same time the COL 70 region did?

There are plenty of Guardian ruins found just outside the edge of the permit bubble, which makes it fairly likely that there will be more inside - but it is just an assumption at this stage.
