You do have to drop into the nav beacon instance and actually target it though, it's not the POI target either. It shows as a white box (pic incoming)

Brief useless history lesson about this. When the game launched, Nav Beacons were functionally useless (they were originally supposed to be where you jumped into, early doors and that was removed) but then one commander came up with the idea that the reason all these NPCs drop here first is to scan the beacon to get nav data for the system and that we should be able to do it.
Fdev saw the comment, replied and said "Great idea!" and it was implemented shortly after.

i did the fss and that worked
but, then i read what you wrote and tried that too ... i got the ship to scan the beacon, i was on the wrong item trying to scan it.
