Does anyone know if you can turn in the PP containers that are droped from NPC Powerplay ships and can be turned into merits?

Only if you are from the same faction. That's how you undermine, pirate the canisters and hand them in. You actually lose merits if you kill your own faction but under a different piwer. It only works if you're both feds or imperials.

all i thought it was just killing Power ships just go get 15 merits per kill. no one has said anything about turning the containers
Like I said, players under the same major faction, (federation, the Empire or alliance, if they had more than one power) have to steal cargo to undermine a system. For example if Torval pledges want to undermine Aisling, they have to go to a control system and steal cargo, without killing the ship, and then turn it in a toval controlled system.
On the other hand if the toval loyalist wanted to undermine winters, all they have to do is kill the ship.
