i don't understand what you mean with a link? afaik that post was the only announcement made, at least here on the forum, so i consider it the 'official' thing. dunno, you might have received a personal email as a lep holder?
yeah, it's locked, the discussion was 6 months old. but you might find other threads discussing that or create your own.
If you are an LEP holder then you were emailed with info - check your spam but since it was yonks ago (December) I suspect it will have been deleted. However, the stuff was added to your account automatically, you didn't have to do anything.
