No one knows, only the developers know and they will only announce it when they are 100% sure it will be in a update or dlc.
Usually that happens around 10 days before such update and/or dlc will become available..
Also they might not even working on one at the moment, that doesn't mean they might never add it.

I think soon. Because when you think about it.
• The therizinosaurus is one of the most requested dinosaurs in game,.
• It has some notable lore in the Jurassic world movies (the claws of the indominous rex was from the therizinosaurus)
• There is a hybrid that is shown as an easter egg in the movie that is notably therizinosaurus. So if future hybrids are planned, a therizinosaurus hybrid may happen.
As of now, only the devs know. Plus there is a super secret dinosaur leaked accidentally last week (They should be more careful, honestly). So we could wait and see what we have in store
