HGE MANUFACTURED MATERIALS SEARCH STRANGE ISSUE

Hey, all!
I guess it either broken, or I miss something here.

I need pharmaceutical isolators. So, there is a system with outbreak (pic. with GalMap). And HGE that belongs to outbreaked faction as well.

BUT! On the panel with faction info on the system map this faction has BOOM state (pic. with the faction panel).
When arrived to the source point, it spawned materials that appear in factions in boom state.
I DON'T really get the point. Why the GAL map and ship info panel show me outbreak, while SYS map says it's boom there. And spawns 'boom' materials?
Can anyone enlighten me on this? =) Feeling really dumb now.

The best way is to go to a boom state HGE for any superpower (but stick with the same one) and farm whatever pops up. The trade across at a mat trader. The pharmaceutical isolators drops appear to be broken.
