Engineers HGEs and High Security

Somehow I've gotten it into my head that HGEs have a better spawn rate in High Sec systems. Now I can't find any evidence of such, and I'm wondering where I picked it up. Was it just a fever dream?

I've so many theories about how/why HGE's spawn that I'm reminded of the Douglas Adams quote:

“There is a theory which states that if ever anyone discovers exactly what the Universe is for and why it is here, it will instantly disappear and be replaced by something even more bizarre and inexplicable.

There is another theory which states that this has already happened.”

I've never heard that theory.

I did. Security high, population high, independent, boom. Worked for me at Mentor some time ago.

Notes: HGEs (PRA, PLA) will pop-up every 5 min, PHR 12 or 15 every 20 mins when ruling faction is in boom.

My experience is that it is more about population than security level.
