Yeah... Totally random for the most part, and sometimes bugged. I can't even remember when i last found Mil Supercaps -- must have been almost a year ago. So this line of mats is chronically scarce in my bins, and I think long and hard about any upgrade that needs G4-5.
Bc the 6:1 exchange rate at the trader is not much fun either. :(

Those I do find on occasion, nabbed 60 just earlier today. PIs, on the other hand..

Carry the ability to hav 9 collectors running, go to an anarchy system with a POI and kill every tourist ship that shows up. Collect and serve.
