Current known issues:

• Commanders being kicked from the game and unable to rejoin, or taking a longer than expected time to rejoin.
• Commanders experiencing crashes related to connection errors.
• Various sites missing from the in game world, such as Dav’s Hope.
• Commanders being unable to purchase a Fleet Carrier.
• Some Commanders did not have to wait any time for their fast track quota.
  • Fast tracking Powerplay quotas is currently not available while we investigate a further fix.

I manually flew to the coordinates (good practice) just to be sure.

Checked a few systems for USS and only getting degraded and encoded.
Mats are there if I enter one.

Oh well, back to the bubble to see if I can finally purchase a fleet carrier.
UPDATE: Nope. Purchasing still exits to the main menu.

No it is there. I was there in both Horizons (3.8) and Odyssey (the ground in that is a nightmare, Horizons much better) in the past couple of weeks (last visit 3rd Nov).

You do not require necromancy to make it appear.
