According to my explorer friend, the Discworld Tribute system is currently under the control of the Ankh Guard, who have 99% influence within the system. Normally, expansion occurs at 70%. Do they need a nearby system with stations in order to expand, or can they build new ones, and there just needs to be a push from players in order for it to happen?
