Engineers Hmmm... Why the entire "Col 70" sector requires an unknwon permit?

What the title says. I'm trying to plot a route that insists on failing. After a little research, i discovered that it should probably pass through Col70 sector. Several (if not all) of the systems there require an unknown permit!? I don't know if that existed or it's new, in any case, it's like that.

I wonder, anything to do with our insectoid friends??? ;)

I ran into this same issue today. I hopped in my D-back Scout for a nice little sightseeing trip from Darwin Research out to the Witch Head Nebula. The Col 70 lockout ended up with me taking a rather extensive detour around the entire area. At one point i entered into a region of nothing but brown dwarfs and T Tauri stars, and the fuel gauge was getting worrisome. I found an M-class to refuel from about 25ly out. Unfortunately I neglected to take a closer look at the system and jumped myself right into the middle of a quintuple star system, four of which were danger-close to the nav beacon. (And this is why I carry heat sinks.) Not the most pleasant experience you'll ever have. Eventually made it in to the Witch Head Research Center-- if you want to see some beautiful sights, travel out here and approach the center from below the ring plane.

Coincidentally, the 105 Tauri system is also permit-locked, and it's a fair ways out from the heart of the Col 70 region. Anyone been out there or am I missing something?
