I think another good add to the game would be citizenship at a single station or system. One thing I think the game is missing is any kind sense of a home territory or base in ED. Power play kind of tries to do this, but I think going hyper local might help give the players an emotional attachment to something in the game.
Additionally, I had found the idea if the minor factions, and their opposing goals and minor wars very interesting at first, until it seemed like they made very a very little difference. With citizenship you might actually care which local faction is on top, or might chose a faction that shares your goals/play style in the rewards it offers. Plus, then by allying with right, or wrong, faction might give you a unique and conflicting perspective on PP.
I know the minor system have a rep system, but having to pick one to be your home system, along with some welcome home messages and a few minor perks for doing so, might give a little attachment in an otherwise cold and impersonal Galaxy.
