The BETA released today. The actual expansion will release around Christmas.

Is Horizons actually released or is this just beta/open beta?

It's in closed beta.

If I had to bet I'd say they are aiming at Dec 16th as iirc that's when Dangerous was released last year.

Seems to be in good shape to me right now although for some people it won't run at all so if they can get that sorted maybe the 16th is feasible.

Horizons is not released yet.
It's currently in a closed beta, accessible to the players who've "paid for the ticket".
No official ETA yet, but presumably before christmas.
