Horizon VR on Vive not seeing HOTAS control on opening game menu

Ive been playing the original Elite game in VR for about 2 months and am infatuated with the reality it creates for me. Never had any issues starting it up in VR or getting it to recognize my CH HOTAS.

But I decided to switch to Horizons when I got my fully outfitted Vulture a few days ago. Now when I start Elite Dangerous Horizon on my Vive (from my Steam account, as before) at first it doesnt use the HOTAS so I cant control the screen cursor on opening game menu (something I could do when playing the first Elite version). I have to take off the HMD and use the mouse to scroll to Options to remind it to use the HOTAS. I use the same system all the time and dont alter the HOTAS.

Any thoughts?

hmm.. works for me with the hotas... maybe wrong rights or write protection on Folders?

HOTAS works fine after "waking ED up" by accessing the menu with the mouse . Again , never happened when playing first ED version on same system with same HOTAS a few days ago.
