Just bought the horizons beta and downloaded it but just shows the original game, no horizons stuff etc. Is this a preload sort a thing or is it just a bug

Yup its a pre-order. Unless your are on x-box in which case you just bought a PC Expansion pack

How does this pre-order stuff work with a Steam install?
Not 100% sure but I think it should work like any pre-order on steam platform. As an example you can pre-order an expansion for "Company of Heroes 2" which is due in a few weeks, that simply is made available to update as soon as the company release it.
Basically assuming FDev give steam the files to update with a list of accounts that are eligible then it should all work very smoothly. I assume its going to be fairly automatic with the Frontier store simply sending data to anyone who linked their Frontier account to Steam and then the accounts can upgrade via the launcher.

Note I've not yet transferred my account so can't say for sure, obviously also expect at least a 1 week beta as with previous updates which should hopefully solve any problems with steam accounts.

I checked Steam this morning and I don't see any pre-order option available for ED. I guess it is a matter of just waiting.

Once Horizons is going to be released, the game will be updated through steam if you have it, where Horizons will automatically be the game from that point forward. However buying the horizons pass as it were will enable you to access that content in game.
