If you have horizons, you have horizons. No need to rebuy anything. Make sure you're starting the Horizons game client and not the 1.6 game client.
Go to your right hand panel, first tab. At the bottom theres an engineers page. You have to unlock them to use them but they should be visible as soon as they are "discovered" on the galmap. They are on planetside bases and you need to be accurate with your landings.
Check that, if you have any further questions a few more details on which engineers, where you went to try and find them etc would be helpful. Maybe even a screenshot or two.
Just to confirm yes you've bought horizons but have you also run that game option from the launcher. If you run the original Elite from the launcher you won't be able to land to find them
