Powerplay Hostile Engineers?

Last week I thought I'd try and get the Packhounds unlocked. I was docked at Selene Jeans base when I pledged to LYR. Back in the cockpit I got the 'HOSTILE' warning now showing on the right panel in my ship. Thinking that I would be attacked by the base when I tried to take off, I quickly un-pledged again, as I'm enjoying zooming around the bubble unlocking engineers. The warning disapeared.

Did I overreact? I've seen powerplay for modules described like this:

Step one: Pledge.
Step two: Play as normal(!) for three weeks.
Step three: Deliver 750t of PP materials; possible in one load and often one jump to destination.
Step four: Buy PP modules after next tick AND four full weeks pledged.
Optional: Un-pledge, wait one day, pledge to next power.

Do engineer bases or stations become hostile due to the faction you are pledged to? If so, how am I supposed to play as normal for the first 3 weeks?

I dont understand it, and I want to get access to the modules before it becomes a PVP thing:S
 
Yes, you over-reacted.
Easily done, when you see that Hostile warning in your HUD.
I’m currently flying around with that Hostile tag, not really encountered a big problem.
You might get more interdictions.

you will see that hostile tag in your hud whenever you are in PP space not controlled by your power or those allied to your power, however it means nothing. The only time a station will shoot at you is if you are hostile with the minor faction in control of the station. NPC may pull you out of supercruise (or attempt to, they are quite inadequate) however so long as you don't have uncashed merit vouchers or other PP materials they will ridicule you and be on their way.
