Powerplay Hostile in a Control System? Bug or intended behaviour?

I just dropped into Halbangaay to hand in some PP merits before logging out for the evening. The system is currently controlled by Archon Delaine, and Undermining cancelled by Fortification. However, when I got to the system, I had the HOSTILE text in the bottom right of my HUD. When I dropped out at Haack gateway, I was immediately attacked by the NPC security, even though I'm not Wanted there and hadn't even been scanned. I went to Charlois Orbital and the HOSTILE indicator had disappeared and I was able to dock without issue.

My question is: is that a bug or intended behaviour? I've never seen it happen before, though have encountered NPCs considering me a criminal before scanning. Has this happened to you?

I have seen some bugs happening recently. Not being "hostile" where I should have been for instance.
Impact on game: moderate to meh.
I don't expect these to be fixed in a timely manner...
 
I updated my reply to the bug report to note that I think I figured it out - I was in an Empire system and am now Hostile to them after undermining all week :D I could have sworn that, previously, being Hostile didn't incur any aggression from the station security, just a bitter greeting message when you requested docking. I like the new behaviour, if it has changed, as it seems a more sensible reaction to a hostile presence.

Arawere is another Imperial Control system we have.
On the plus side, because they are Imperial systems, when the Imperial players undermine them they are killing fellow Imperials, and losing reputation with the Empire for doing it.

There are 2 forms of HOSTILE, its really annoying they use the same word for 2 different things.

When you are in on of the other 9 Powers systems it will display HOSTILE on the right hand side.
This is PP HOSTILE, and it means the enemy power ships can attack you without them getting wanted.
It does not make the local police attack you.

The second type of HOSTILE, which is what you have in Halbangaay, is HOSTILE to the ruling minor faction.
Police from this minor faction will shoot you on sight, but the station will still let you land, and wont shoot you unless you commit a crime right in front of it.

Yeah. You nailed the hammer right on the money. Which raises the question, what would be a better word to use to distinguish the two? "PP Hostile" would look a bit odd...
