PLEASE let me bind a horkey to shutdown neutralizer! I use corvette for killing thargoids and therefore is unable to outrun any goid making shutdown neutralizer necessary against basilisk or better, i have failed multiple engagements due to having to switch fire group press my 4 pip to SYS hotkey and charge. I wish i could just not have it on a trigger like SCB/heatkinks and just press 2 hotkeys (pips and hold for neutralizer charge) as that would be much faster. And allow me to continue fighting without having to jump through hoops like now.

The way you write it, it's a "no can do, PS4 controller buttons are full" problem. (Read: excuse. )
Even the ever-so-important ECM has its own button. Change the existing buttons for heat sinks, SBCs, Chaff and ECM to merely be "Utility 1" to "Utility 4", similar to "Fire 1" and "Fire 2". And put all the utility stuff in a similar table like our fire groups.
So you could link all the different tools, Chaff, heat sinks, SCBs, ECM, shutdown field neutralizer, frameshift wake scanner, kill warrant scanner, manifest scanner, pulse wave analyzer and probably one or two more which i currently forgot to your button of preference. While having other things connected to the same buttons on another ship, according to the given loadout.
Anyway, this suggestion is not exactly new, but it's still a good one. Which is why it will soon be forgotten again.
