How am I supposed to locate a scavenge mission item with no power?

I've got a scavenge mission to find a fossil from an evacuated site. It says mining locker 11 in the Industrial Production.

The power is off... I found a degraded power regulator in an SRV like the tutorial, except it won't start the power. Nothing happens when I use it in the power building.

I've been running around for two hours looking for some random locker.

How am I supposed to use any of the panels to locate the item if there is no power and no way to restore power?

No problem. There is still the question of access. In alpha it often happened that even if you located your container/locker you were still missing an access level 3 and there was no way how to get it in an empty settlement.

I think it's weird that the degraded power regulator didn't work like it was explicitly shown in the tutorial.

I would expect that maybe a degraded power regulator would have a time limit and then the plant shuts back down as opposed to a regular one that stays on.
