How and When - Do I Get A Pass

Okay I know its probably been discussed already but how do I get a pass to Sol and other restricted systems.

You must progress in the ranks of the Federation. I dont remember at which rank I got it but was only a few ranks into the career. You get Sol access pretty fast. You get the rank progression quests by making reputation quests for the factions of the Federation.
