A control system sums up the CC/w of all systems in its radius, right? Where does that number come from for individual systems? Is there some form of mathematical equation tied to it?

Its 100% based on the systems population.
4cc is the lowest and 12cc is the highest.
Been a while since I looked at it, if I remember correctly a population over 3.6 billion gives you 11cc.
360 million is 10cc
36 million is 9cc
3.6 million 8cc
360000 7cc
36000 6cc
3600 5cc
less than 3600 is 4cc.
To increase the population you can try shipping imperial slaves, we've been trying to depopulate the empire for months.
