How are some people making neon/flat lights?

I saw one park that looked like it was festooned in custom neon, and I've seen other custom creations -- like that amazing recreation of Star Trek's Voyager -- that have lights that look like windows. (Especially at night.)

For example, the Voyager model uses tiny lights as windows in the ship's hull.

Does anyone know what people are using to get those effects? Is there some neon option I haven't found yet in the menus? What about those tiny individual lights?

Any help is appreciated, cheers!

I believe Sherrie is correct, most of the things are the faces or edges of signs left blank so they just act as lights. There are also some of the "fiberglass lights" for the little spaceship lights.

But that's just a guess. You can find out for yourself. Any time you wonder how somebody did something, download the Workshop item and click on the part you're curious about. That will tell you want it is.

This is what's so great about the Workshop. Each piece is actually a tutorial on how to pull off some cool effect.
 
yep - this is how I did it in my park. Edges of signs 'buried' in buildings and also recoloring of the sci-fi lights that are available.
