How can everyone in one system gain influence?

Just curious... I've seen it a couple times now but:

Everyone's "gained" influence... there's no engineers or anything in this system, so no weirdness with that. So how's it possible for all factions to gain influence after a tick?
 
Balancing pass glitch is what I consider it.

My thinking is there is a random 0.1% deviation on influence every so often and the result can be that when the balancing pass goes across the lost 0.1% influence gets redistributed and everybody gains.

Its an annoying common occurrence in low-traffic systems where the influence doesn't shift much.

Retreat of a faction can cause this from what we've seen, just as the entry of another faction can cause the existing factions to all lose influence.
