How can I make objects bigger or smaller?

Im not aware of any method of making objects larger unless its habitat barriers or maybe paths - if theres a keybind for this, it will be noted in the settings menu. There's multiple choices of sizes of objects in the building menus but no keybind for those to make any item bigger or smaller.

I mean, can we only grow objects within the habitat, and if so, how?

No, there is no button for that. But yes you can shrink a wall or something else only with the green arrow that's all, If that's what you mean.

The green arrow? I think the green arrow is the one you use to move objects on the Y-axis, in precise move mode. You don't shrink objects with this. Or do you mean like when you can sink the object into the ground?

There is also an option to control the height of the barriers. Barriers have their own set of rules and options in this game.

Note: For what it's worth, some of the terrain tools can be scaled.
one of these has got to be what they're thinking of. We wish we had scaling options! It would be a game changer for builders.

Playing since Day 1 of the Beta. If there would be a Option, I would've definitely found out by now. Maybe you sunk something into the Ground to let it appear smaller or combined it with other Objects to make it look bigger?
Would be definitely useful though, especially with Rocks and Plants😕
