How can I pay a fine incurred on a colonization ship?

Like the title says, I somehow got a small fine when docking to a colonization ship. The ship seems to be from the Brewer Corporation. I did research it and found that they're based on Orgen. I went there and docked in the only large spaceport, when to the administrative agent but I could not pay my fine. I thought there was a way you could contact some special agent where you could pay any fine but I can't remember. Anyone?

You have to go to an interstellar factor in a system that the faction that fined you doesn't reside in. Can be hard to find.

Good news is you can continue to deliver commodities to the colonisation location, you just can't refuel, repair and rearm until you pay the fine.

You can pay the fine but you cannot recover the reputation with Brewer. You need to minimise the amount of illegal trips as you'll eventually be locked out of colonisation completely and unable to dock at construction sites.

That ain't right, particularly when they require you to get illegal items for construction of the stations.

Is there a bug report on this?

It would only make sense if you could pay the fine at the colonization ship itself. But apparently not.
