How can I support Felicia Winters through combat?

Unless I'm missing something, it would appear as though both fortification and expansion on behalf of Winters involves ferrying aid packages and such from Rhea or other controlled systems. That doesn't really sound like much fun, since I'm a combat-oriented player with a ship that isn't geared for hauling large cargo loads. I believe in Winters and her cause, but I want to meaningfully support her through combat-related activities, preferably against the Empire or independents.

You'll need to undermine other powers to get your combat fix. Head into non-Federation territory to shoot down what is needed.
In the powerplay panel have a look at the other power's preparation/expansion/control tabs to see what you should be targeting.

If you look at the expansion and control tabs of other powers you can see how you can hinder their efforts. This will also give you merits.
