How can installations move?

I'm outside the bubble and I landed next to an 'unusual installation' - or whatever they're called - but now when I logged on it's gone! In it's place I have a new distress beacon 350km away.

How the hell does that work?

Was it called Sanctuary? I heard that settlement can move if powered with enough Eridium.

Just happened again at the 'Distress Beacon' which was a crash site with some cargo goodies. Had a transaction server crash whilst collecting some materials. Logged back in and the beacon plus goodies has DISAPPEARED. This is one for Sherlock, methinks. This is really annoying how can stuff simply move around?
