How close for station scan?

It depends on the station but I believe that if you approach in silent running and are cold you can get through (well I crash into the side) without a scan so the answer is zero meters.

The question is rather where the police/security ships are, these are the ones doing the scan...I've never been scanned by the actual station...at least I don't think so.

I frequently fly through the gate with max heat signature and have had no problems at all.

I assume the police are scanning you for KW as well as cargo and both of these require them to maintain a lock on you within 1000m range.

Ah. So the vipers scan and report to the station and then the station shoots, if you are illegal? I want to try to do the silent running thing and I was wondering how close I should get before turning on silent running.

I generally put on silent running just after getting permission to dock, so about 7 km. I will make sure I'm lined up with the entrance first, of course. With 4 pips in ENG and max speed you should make it into the station just about the time you get the heat warning. This is with FA On. You can then turn off silent running and slow down.
