How come Guardian PA chargers have worst projectile damage falloff in the game?

Stock PAs: 2000m falloff
APAs: 2000m falloff
Multicannon: 2000m falloff
Cannon: 3000m falloff
Frags: 1800m falloff
Guardian PA chargers: 1000m falloff

What gives? Is this just to balance them? Falloff is arguably the most crippling stat in the game when too low, and this means they can't ever hope to compete with engineered weaponry. Hell, I'd rather use stock PAs.
