How Community Goals and Galnet news work technically?

Manually. The 10 system in war etc are probably automatic tho.

So some articles are wrote by members of community (players) and Fdev just pick and choose what they release in game and where they release it (in galnet or in local news on some stations).

CG are also manual and sometimes requested by some players/player groups or community. Most of them are made by frontier.
