How could anyone dislike 2.3, when...

Because 2.3. brought nothing.

holo me - ok but zero gameplay added (sorry playing with dolls and makeup isnt gameplay)
multicrew - nobody asked for it and nobody uses it just like CQC or powerplay - everything is done easier and more profitable in own ship
bugs galore - fixing bugs and slowdowns caused by earlier patch should not be praised

2.2. was a year ago, and Ive been waiting for anything new worthwhile from december, sorry my hype is dead

Follow on missions? Mega ships? No more bugs than any other release. 2.2 also wasn't a year ago, it was released in mid to late October of 2016. We are barely 1 year out from the release of 2.1 actually. Given 2.4 is scheduled for release in Q4, its September release will make it less than a year between 2.2 & 2.4.

Yes, the performance improvements have been quite noticeable.

Planet landings -- that point when you switch from Orbital Cruise to Glide -- is now often nearly instant, which makes the whole landing sequence seem much more fluid and realistic. I used to hang there for 10 seconds sometimes.

And the mission boards have been much quicker, as well. And hyperjumps.

Overall the game just seems a lot smoother running.

CIFs and biotechs are gone again. This is why people dislike it. Too many bugs, too many flaws, too many balance and design issues. Let alone Sidewinders doing scan missions and ending up in mostly harmless Anacondas.

I saw two harmless cutters last week. I mean, that takes some concerted effort to pull off, gotta respect that some.

Sadly a new player in a big ship is a very bad combo for many reasons, not the least of which survivability. They would be better off in a cobra mk3, IMO.

I don't get the assumption that "Mostly Harmless + Cutter/Anaconda/Big Ship = n00b doing suicide scanner missions in a sidewinder or other CR via "exploit" strategy.

My earnings from exploration alone are sufficient to purchase and fully upgrade an Anaconda. I am "Dangerous" at the moment, but I engauged in 0 combat until I had a combat fitted and engineered FDL, which took about one month of running missions to get into a fitted AspX and four months exploring and trade/haul CGs. Not as expensive to purchase as the Anaconda, but throw in the moduels and its current value exceeds that of a new Anaconda.

...when all load times are so incredibly short? Nobody seems to acknowledge this but this really improved my Elite Dangerous experience more than anything else.

Which would be great... If it was possible to use the galaxy map to plot a course anywhere easily...

I don't think I've ever had loading-time issues per se, but I do occaisionally have issues entering crowded instances. Those issues persist through 2.3.
