How do I change my pilot's name?

When booting up the game for the fist time, I wasn't aware that then name I was asked to enter would be the Pilot/Commander name that I would be stuck with forever. I'm now wanting to change it to what I would have chosen if I had known it was going to be there for the rest of my days. There was another thread from May of 2014 that gave instructions on how to do this but the page the link takes me to no longer offers the options indicated in the post.

Is there still a way to change the pilot/commander name?

It would be nice if you could initiate some sort of black market multi-mission run to change your identity and background credentials. Might even allow for some faction rep reset potentials too.
