.... change the lift hill speed?

i do not see a place to do this, RCT3 only?

The option is there, but unlike in RCT3 you have to do it while building or editing the lifthill. Select at least one piece of track of the lifthill (the change will be for the entire lifthill, even if you just edit one piece), and open the second tab on the right in the building menu:
