Gday all,
I travelled to see Tod the Blaster to have the cannons upgrades, the letter said to travel to the system and give him 100,000 cr in bountys. I amassed 200,000 cr and travelled to the required area. On checking I noted that my bounties were not on the board as they were federation and Alliance bounties..
Hmm so how do I get Tod his bounties?

Okay , just for an old fella, would some one please post a step by step guide as Having traveled all the way there for nothing because I dont understand the instructions given is frustrating.

Select the 'Engineer workshop' and click the 'Donate' button.
He will take 100,000 worth of bounties.
After this, you can raise your standing in three ways (that I've heard of anyway) ...
.
Take lower grade mods even if you don't want them (definitely works).
Collect specific 'Tod' bounties in the local system (seems these are the only ones that count, submit these like normal bounties).
Get good at 'Arena' (unconfirmed, but another player mentioned he was already unlocked at higher tiers and he actually plays arena. As Tod is an ex-CQC champ it makes sense).

Don't get your hopes up Gaffa; I'm only chiming in because I'm in the same position as you. I've spent ~5 hours total in this system (Wolf 397)and have amassed well over a million credits in bounties. Not a single penny of these bounties have been for Tod, and my progress with him resolutely remains at zero.

Trying my best to remain patient, but I'm swiftly reaching critical mass myself: At this rate, my monitor is getting launched out of the window!

Yea, others are saying the special bounties are too rare to be practical. but the low level mods tend to use easily locatable materiel's.
The Arena stuff sounds promising, but personally I'll never find out as I really don't want to play COD in Space.

The 100k bounty is just to get you through the door. If he's offering upgrades your 'in' and more bounties won't help. After that, it's using him that increases your progress.

For completeness, you need RES type bounties, not combat zone type vouchers.
