I read various comments around salvage from "combat ships" and "System Authority vessels", but what does this mean exactly and where's the best place to go and look?

Debris fields from blown up fighters. Blow up any fighter type ship and they might have some.

You can also look for USS called "Combat Aftermath" and "High Grade Emissions" if you are not in to combat yourself. Keep in mind, all of these things are totally random, so there is no guarantee that you will find what you are looking for from the first debris field you encounter.
