I selected a station that should sell rares (SHINRARTA DEZHRA), but to eneter Jameson Memorial, I have to get a founders world permit? But how do I get one? Or is this a rare for beta-players only?

Founders World permit
Not a backer-restricted world but you have to get the permit before you can go there and take advantage of the discounts and varieties of modules. I got it by just running (mostly) delivery missions but I was not trying to get it, it just showed up. So it is not special, you just have to reach some level of REP or INF or RANK or some such thing. I bet if you asked Google you would get a definite answer. Very cool getting a 10% discount on a 187 million credit Anaconda hull plus 10% off all the modules and most, if not all of the modules are available there. Makes the A-rated modules merely incredibly expensive instead of oh-my-god! The only place so far where I have seen both a Federal Corvette and an Imperial Clipper for sale in the shipyard at the same time.

As above posters it won't randomly show up it's specifically for players with an Elite rank in Trading/Combat/Exploration/CQC. If it showed up randomly you have been hit by a very lucky bug.
Every single ship and module is for sale all with 10% discount (see my sig for details), thats the bonus. There are however systems with 15% discount which means you can save more if you have time to go around browsing for the bits you need.
