Newcomer / Intro How do I get a permit to fly to the starter area?

Hi everyone. I have just completed the ED Odyssey tutorial and been dropped in HIP 97950 / Chamberlain's Rest.
I'm trying to follow a YT guide, which says to fly to Dromi / Mawson Dock after the tutorial but it won't let me as it says I need a permit.
How do I get a permit?

Thanks

The starter area permit is only available to those who start their game in a ship and is not available to other players.

The permit is lost on achieving the first step in any Elite rank.

I started a new game with a new pilot and went through the tutorial, which ended with me at HIP 97950 / Chamberlain's Rest.
Did I do something wrong? Why am I not in a starter zone? I have no ranks, this is a new character..

The guide is most likely outdated, especially if it was published prior to May where it wouldn't have any odyssey information on it at all.
My advice is to skip that part of the guide. What is it telling you to do in Dromi? I can guarantee you there are hundreds, if not thousands, of stations in the galaxy that offer you exactly the same or better than what Mawson Dock can provide.

HIP 97950 is not one of the systems that they call a "starter system" so I'm not sure how you started the game there.
Dromi however is one of the "starter systems" but once you leave them you can not return.

Below is a photo of them. They have a Federation symbol on the Galaxy Map but you are quite a bit away from there.
Maybe reset the game so you can start over?

But it's much easier for me to start somewhere where I can follow a guide to show me a suitable system to start in for bounty hunting, for example.

It was easier for me too.
I just did a bunch of missions, then received a mission to "Explore the galaxy" which allows you to leave. You don't have to until you want to but it's always there.

If bounty hunting is all you want to do, then hip 97950 has ringed planets right there! Look for a resource extraction site with anything other than "hazardous" as a security level and killsteal from the cops.

Alternatively - go to Eravate, that's where the original starter system sent you with its first courier mission. On the mission board there, you'll see a source&return mission for fish, that's one of the old tutorial missions that was in place to get you started.

I actually started with horizons so I missed the mentor missions too - which was funny when I eventually swung by eravate to see what the fuss was about as I heard people talking about it all the time as a notorious sealclubbing system, and there the mission was!

A bit of a late entry but I found this thread to be useful in so far as helping me understand what was going on with my game VS what tutorials were saying...

While I respect the posts about there being many other systems that provide better opportunity than any starter system, I am with the OP, in that as a complete newb, I just want to be able to follow an easy step by step guide (me essentially matching the totors movements, for a short time) to get some credits while I learn, making more than the few credits you get from missions, and without getting ganked, or trying to figure out if Im encountering players or NPCs (yes, complete newb problems).

After a mil or two, Im all about venturing out into the wide Elite world, which is why I jumped into ED in 2023... and you'll never guess where I came from, a single system world ('with 100's on the way' RIIIIGHT), which leaves me a bit overwhelmed in the face of the 1000's or more (no idea really) of systems in ED?

Anyway, just wanted to say thanks for this post, and for the replies. Its quite hard finding info that differentiates the game versions, what is from which, what is still part of the current version and if any of that is still in play as many posts and threads are from years ago...

Im on my 3rd 'Clear Save' and I started in Horizons last time, but Im still not starting in or being given a mission that goes to any of the starters like Matet. Im being started in 'Bakers Prospect' so Im starting to think the permit for starters is just not avail anymore,as I saw someone mention that in the linked thread above, at the end Dec 2022, so somewhat recent... https://forums.frontier.co.uk/threads/not-in-coelho-station-after-tutorial.577535/

Im about to try SCREENMONSTERs method, so we'll see. Thanks Screemonster.
At this point, Im not too worried about it anymore, as all the has more or less helped me on the basics of jumping and what not. If the Starters are a no-go, then Im going to Nanabozho first. Thats been mentioned in other places. Hopefully not a SEALCLUBBERS PARADISE still?

Interesting necro!

FWIW and for other newbies finding this thread: I recently started a second commander from scratch, and it seems the starter area is now (March 2023) really completely inaccessible in 4.0 for new players, like @Wilcott said.

I started my alternate commander fresh in 4.0 Horizons a week ago. First, I had to design my CMDR, then I got the usual flight training tutorial with Theo Arcosta, then I had to choose between two Sidewinder builds, located in two different starter systems. Both are not in the Pilots Federation starter area. I did not get a permit for the starter area either, even after completing the first default mission. So it seems to me now that nobody can get into the starter area any more. Or am I missing something? The data on Dromi (a system in the starter area) is current, so somebody must be there in 4.0, as Inara takes only 4.0 journal entries. But how? I don't get it.

Welcome to the Galaxy, CMDR!

That's a ... teensy bit of an understatement. There are roughly 400 billion systems, but in contrast to the mainly arbitrary fantastillions of systems in No Man's Sky or the single hand crafted one from which you came, the in-game galaxy is modelled after our real milky way galaxy. An astounding 0.019% of the galaxy has been discovered and catalogued on EDSM.

However, humans occupy only a very tiny bit of the milky way: the Core Systems (or "Bubble") around Sol contain 20,000 inhabited systems, while the Colonia region features ca. 74 inhabited systems.

So. Feeling less overwhelmed now?

I think the most important thing to know is: the 3.8 "Legacy" version will not receive new content anymore, only bug fixes. Everything you do in there will be confined to 3.8. All the current narrative is happening in the 4.0 "Live" version, and most 3rd party tools are more useful with 4.0 than with 3.8 nowadays.

Older tutorials by players/writers/youtubers sometimes recommend switching back and forth between 3.x and 4.0 for certain gameplay shortcuts. That doesn't work any more since November 2022.

If the Starters are a no-go, then Im going to Nanabozho first. Thats been mentioned in other places. Hopefully not a SEALCLUBBERS PARADISE still?
If you get sealclubbed, you can fly in Solo mode until you feel confident enough. In Solo mode, there are no other human players, but your actions will still influence the shared galaxy. For example, if a station has 5000 t of coffee and you buy 100 t of coffee there, this station now only has 4900 t of coffee for all players. But that's not the point of this thread any more.
