In the NewsFeed it mentions that the efforts to build the new station start in the Yembo System, at station Naddodure (correct spelling?).

You go to that system/Station (which is roughtly 1000ls from nav beacon) and register for the community mission.

Then, you haul metals (silver, gold or others) back to this station and sell it normally.
