How do i increase reputation with a faction that only spawns rep locked missions?

As the title says, I want to raise my reputation on a particular contact on a station, but after multiple refreshes, it only spawns reputation locked missions.

Kill ships from other factions in the system, sell exploration data to station controlled by the faction you want to rep with, trading also works.

Might be wrong but you might have to wait for lower rep missions to spawn

OR

Kill ships belonging to other factions and hand in bounty vouchers or trade with a station of that faction. Others on these forums might have a better idea could be bugged out a bit rep system wise though.

Turn in bounty claims at the station of that faction.

Look at the station/faction imports.

Turn in explorer data.

Bounty hunt, trade, drop off cartographics in that system (or if it is aligned to a major faction just turn in bounties at the station)

You have to find a place to turn in Bounties/Exploration data or do trade for them. That means they generally need some kind of station for you to do that in. Failing that, the faction controls no Station/Outposts/planetary bases it's pretty much impossible to improve your standing.
