How do I know where to place my base?

So I'd like to get an icy asteroid base, there are two rings, one rocky, one icy and three locations 0 (top) 1 (middle), and 2 (bottom) [Pictured above]
Does anyone know the correct slot to choose to make sure I end up in the icy ring and thus get an icy asteroid base?

If you pick an asteroid and it won't be in a belt, it won't let you place it... Try placing it at the furthest spot out. So far, I've only placed small outposts, but every time I set one near a ring is puts it in a ring. I chose the furthest point out and it place it in the icy ring. Not sure if it will work for an asteroid station.
