You can still plegde to faction. Just search for a faction that tickles your fancy and adopt it. Think of a backstory. Characters. Some kind of mission. And then make it "your" faction.

how would you do this?
Find a faction that you like based on system, ethos, government type etc. Do missions, do trade, deliver universal cartographics data and deliver bounties for that faction and get them where you want them with regards to stations and assets they control when any wars and elections come along.
You could make it more official by creating a squadron and linking it to that faction as well.
In all aspects this is identical to having a PMF. The one sole difference is you didn't name the faction.
though where could i find a faction to "adopt"
the adoption is in your head. pick one of the many thousands of inhabited systems... imagine you being their leader and imagine everything else related.

Additionally, if you link a squadron to the minor faction, if you decide to colonise a system, that faction will appear as one of the factions that join after the first station is built in a system. So if you don't like where your chosen faction is, you can do something about that.
So you know, you can link your squadron to any faction, even if another player or group named it previously.
