In PC, everybody has the same set of parts to choose from and the same tools to manipulate the parts, coasters, and terrain. Thus, what separates a basic-looking park from a masterpiece is either:
1. User skill with the tools and familiarity with the parts, or;
2. The amount of time the user wants to put into it.
There are some tricks of the trade you can find in various tutorials, which will help you get the most out of the available tools. This is fairly quick to pick up. As you're learning and practicing these tricks, you also become familiar with what parts are available and some non-standard uses for them. Many things seen in masterpieces are just normal parts that were intended for some other purpose entirely and arranged so only part of them is visible. This is what takes the most time in the learning process. But eventually you reach the point where it all becomes 2nd nature.
For the basic techniques, I recommend the serious of YouTube tutorials by Geekism. For learning about non-standard uses for parts, just download anything that strikes your fancy and then click on parts you don't recognize to see what they really are and how they were positioned.
