As far as I remember all you need to do is copy your game files folder(s) from your present computer to a USB stick or external drive and transfer them to your new PC. Then when you open the ED launcher from your new PC point it to your newly installed games folder. I think that is how I did it anyway.

You'll want to back up your bindings, journals, and visited stars cache

C:\Users\[YOURUSERNAME]\Saved Games\Frontier Developments\Elite Dangerous

Bindings are here:
C:\Users\[YOURUSERNAME]\AppData\Local\Frontier Developments\Elite Dangerous\Options\Bindings

Visited Stars are here:
C:\Users\[YOURUSERNAME]\AppData\Local\Frontier Developments\Elite Dangerous\[SOME_NUMBERED_FOLDER]
