How do I nominate a system for preparation?

I am rank 2 and have 2 nomination vouchers. I want to nominate a system that is not current on the preparation list for the power to which I am pledged. How do I do this?

Took a trip to the system I had in mind - there's no way to nominate, but I can deliver preparation documents...

Obviously there are people out there who have done this successfully! Can anyone tell me what I'm missing? If I deliver documents and that puts the system on the list, what is the point of nomination?

Right then, in the spirit of further experimentation I took an Anaconda full of contracts down to my system of choice (Cortaq - a sweet little 119 profit bridge between Alioth and the Old Worlds for the Alliance) and dumped them with the power contact. The power contact there now says that we are prepared 432/100 - which should have placed the system fourth in the preparation list.

This either means:
a) I needed to do some other missing step of which I am unaware.
b) There is an update delay and it will appear on the list shortly.
c) ???

Suggestions from anyone who had managed to do this would be very much appreciated!

I was only able to nominate systems that are in the Top 10 list.
You can even nominate system that are in the top 10 list of other power, but it doesn't seem to do anything beside waste your nomination.

I'm starting to think this is not working the way it is supposed to work! Worth a bug report? Has anybody managed to get a system from outside of the top ten nominated/into the top ten by other means?

It takes a little bit to update. I waited 15 minutes, checked back and all was good.

It was the update delay :) Cartoq is now sitting in 4th position, and would make a very nice 3rd system if FD are going to clear the apparent bug with the non-change in available CC from the last round.

And "nomination" is misleading, and basically rubbish - it lets you put free points (1 per nomination vote) into a top ten system. Not very exciting.
