How do I open my new coaster?

I've build a new coaster from scratch, but it's stuck in test mode, and won't allow me to open the ride.
The entrance and exits both have paths connecting them to the park.
The excitement, fear and nausea are either yellow or green.
The reliability is Average.

Does the reliability effect whether the ride can be opened? Is there something I'm missing?
