How do I open Park and let Peeps in

I am playing the "early release" version of the game. I played RCTW and was SEVERLY disappointed. So far, I LOVE this game. Great programming. Very intuitive. But I don't know how to open the park for peeps. Can someone help me?

Peeps file in as rides open. Each ride adds ~200 guests to the park.
