As mentioned in replies to some of your previous posts, you need to look for the Contacts on the Station Services screen, not the left panel one. Click on Contacts, then Authority Contact and any Bounties/Wing trade etc payable TO you, as well as any fines payable BY you can then be made. 
It seems you can retrieve your bounty from some stations but not all stations as the message implies
You can retrieve the bounties (or mission payments, or pay fines etc. etc. ) ALWAYS only at a starport which has the corresponding minor faction, in the above case "Collective of Independent Agents" for which EDDB tells me it is active in 16 systems... https://eddb.io/faction/74864
