I remember when a similar post turned into thouands of responses... This one isn't in off-topic yet, either 
Oops, I did it wrong.
In my case, Odyseey, bought through Steam, never connected with the base game (also bought through Stream), and never appeared as an option on the game launcher. Probably some delay or problem between Stream and Frontier database? I waited a couple of days trying various things that unfortunately didn't work, then refunded Odyssey.
So give it 2-3 days or contact Frontier. Or refund.

I had to link my Steam account to my Frontier account to make Odyssey appear in the launcher back then.

Log in there and then go to "Partner Keys", where there should be a button to log in with your Steam credentials. When you've successfully logged in, the "Partner Keys" page should then say "Your account is linked to Steam." and Odyssey should be available in the launcher.
