How do I raise and lower objects?

The help screen shows the usage of the arrow keys to raise and lower objects but when I try to use them it only moves my camera.

How do I raise and lower things like rocks and other scenery?

You hold down left shift and move the mouse up and down. That's weird that it doesn't say that.
